Form 8233 instructions PDF updated

We updated the instructions PDF file for Form 8233 (W8101) in SPF to reflect the version published by the IRS on November 24, 2025. No form changes were made, just the instructions PDF for the form.

Federal W-4: NRA now printed on the form when applicable
We updated the Federal Employee’s Withholding Certificate (English and Spanish versions of form W-4 so that when an employee answers Yes to the nonresident alien (NRA) survey question, the generated PDF displays NRA below box 4(c).
The same behavior applies to state withholding forms that use the Federal W-4 for state withholding purposes: Colorado CO101, North Dakota ND104, New Mexico NM101, and Utah UT101.
This update ensures compliance with IRS Notice 1392 for employees who indicate NRA status.
Federal W-4: Translation wording corrected
We corrected translation issues where when the Federal W-4 was being completed in French or Spanish but incorrectly displayed some terms in English, rather than the form's selected language. The French and Spanish versions of the Federal W-4 will now correctly display translated wording.
Federal W-4: Deductions worksheet
We corrected two issues in the Federal W-4 (W4101) Deductions worksheet:
- Tips vs. overtime wording: A previous fix had inadvertently swapped the labels for the tips and overtime compensation fields. Both now correctly identify their respective fields.
- Line 9 - filing status options: The filing status dropdown options have been corrected to reflect the proper groupings. Previously, the options read "Single or married filing separately" and "Head of household." These have been updated to "Single or Head of household" and "Married filing separately." The option for "Married filing jointly or qualifying surviving spouse" is unchanged.
California
California DE-4: Allowances cap
We updated the allowance cap on the California DE-4 (CA101), question set QS9, for question IDs allowances1summary and allowances2summary, from 200 to 999.
Colorado
Colorado W-4: Fixed PDF link in step 1 when using federal values
For the Colorado W-4 (CO101) when using federal values, step includes a note that links to the Colorado Wage Withholding Tax Guide. The PDF URL pointed to an outdated file which resulted in a 404 error. This has been updated to the current guide and the link now resolves correctly to the Colorado Wage Withholding Tax Guide.
Minnesota
Form MWR: Line E worksheet instructions display correctly
We corrected a broken link with Form MWR (MN103) where the "Instructions" link for Head of Household eligibility in Step 4 was returning a 404 error. The asset path had a duplicate file extension, causing the link to point to a non-existent URL. The link has been corrected and when clicked, now loads the Head of Household instructions as intended.
Translation Fixes
We fixed an issue where French and Spanish text for form TP-1015X and TP-1015X(FR) was missing proper accented characters. Those characters are now shown correctly.
We updated the home button label to be consistent across all environments and languages. Previously, when the language was set to Spanish, the home button displayed "Menú Principal". It now displays "Hogar".
