US Tax Withholdings
The following tax parameters have been updated and are available as part of the Symmetry SPF 2021-R10, SPF 2021-R11, and SPF 2021-R12 releases.
Federal
Form W-4 typo corrected
Form Title: Employee's Withholding Certificate
SPF Form ID: W4101
The dependent survey (step 3) guidance in Form W-4 has been updated to the following: “To qualify for the child tax credit, the child must meet all of the following conditions.”
Previously, the guidance read “To qualify for the child tax credit, the child must meet the all of following conditions.” This typo has been corrected.
District of Columbia
Form D-4 presented to residents working out of state
Form Title: DC Withholding Allowance Certificate
SPF Form ID: DC101
D.C. residents working out of state will now be presented with Form D-4 in both Guided mode (“Guide me”) and in Choose mode (“Let me choose”). Prior to the 2021-R10 release, D.C. residents working out of state were not presented with D.C. forms. This has been corrected.
Idaho
Form ID W-4 filing status parameter updated
Form Title: Employee's Withholding Allowance Certificate
SPF Form ID: ID101
Form ID W-4 filing status tax parameter (ID.filingStatus) value has been updated:
- "NOT_APPLICABLE" has been added
- "Off" has been removed
The description has been updated with the following to indicate this change: NOT_APPLICABLE - 'Is exempt. Filing status not needed'.
Additionally, the flow has been updated so a user can choose that they are exempt before entering the filing status for who are not nonresident aliens. An employee is not required to fill out their withholding (filing) status if they are exempt.
Maryland
Form MW 507
Form Title: Employee's Maryland Withholding Exemption Certificate
SPF Form ID: MD101
The filing status and exemption question text has been updated in the Form MW 507 wizard to more closely match what is presented on Maryland’s Form MW 507.
Montana
Form MW-4 updated
Form Title: Montana Employee's Withholding Allowance and Exemption Certificate
SPF Form ID: MT101
Form MW-4 has been updated with the following minor text changes per Montana Department of Revenue’s website:
- Updated the logo on the top left
- Removed "Montana" from the top right
- Added "V1 11/2018" to the top right
Nebraska
Form 9N updated
Form Title: Nebraska Nonresident Employee Certificate
SPF Form ID: NE103
Form 9N has been updated with the following minor text changes:
- Revision date updated from "12-2019" to "9-2021".
- Asterisk has been moved from the beginning of the following statement to the end: "Check this box if you are a nonresident military spouse whose income is not subject to Nebraska tax."
- Minor wording changes in the penalties of perjury statement and in the bolded text below the penalties and perjury statement.

Ohio
lockWebserviceFields property added for use with Form IT-4
Form Title: Employee's Withholding Exemption Certificate

A new XML property, lockWebserviceFields, has been added that makes the following fields read-only for Form IT-4 when webservice information is available.
- “Enter your public school district of residence” ("homeSchoolDistrictName")
- “Enter your School District Number” ("homeSchoolDistrictCode")
Please note: if webservice information for a particular field is unavailable, then that field will still accept values even if lockWebserviceFields is set to true.
The following optional property will now appear in the generated Registration Context XML from Settings Builder:

The property default is false; clients must set this to true to enable this new functionality (or add it and set to true if manually building the Registration Context XML).
This property will also affect Pennsylvania Form CLGS-32-6 (see below).
Oregon
Form Metro/MultCo OPT(SP) updated
Form Title: Metro Vivienda De Apoyo – Impuestos Personales(SHS) Multnomah County Preescolar Para Todos – Impuestos Personales(PFA)
SPF Form ID: OR102SP
Form Metro/MultCo OPT(SP) now displays the most recent revision date, 6/11/21. This change was recently made by Oregon state to align the Spanish and English form versions.
Form Metro OPT title corrected
Form Title: Employee OPT IN/OUT Form Metro Supportive Housing Services Tax (SHS)
SPF Form ID: OR103
In the Postback XML, the title ("formTitle") of Form Metro OPT has been corrected and will no longer return special characters instead of spaces. The form title will now display spaces as expected.
Interstate property corrected for Oregon work location
Form Title: Oregon Employee's Withholding Statement and Exemption Certificate
SPF Form ID: OR101
When a user has interstate property enabled (<property id="interstate">true</property>) and the work state is Oregon, SPF will now display all Resident and Federal forms. Previously, SPF was not returning Form OR-W-4 (OR101) as expected in this scenario.
Forms Metro/MultCo OPT and Metro OPT corrected in HTML catalog

The withholding parameter descriptions in the HTML catalog for Forms Metro/MultCo OPT and Metro OPT have been corrected to indicate withholding is per paycheck and not annual.

lockWebserviceFields property added for use with Form CLGS-32-6

A new XML property, lockWebserviceFields, has been added that makes the following fields read-only for Form CLGS-32-6 when webservice information is available.
- “Resident location PSD code” ("homePsdCode")

New tax parameter added to Form RI W-4
Form Title: Employee's Withholding Allowance Certificate
SPF Form ID: RI101 A new tax parameter called RI.exemptionReason has been added to Form RI W-4 that returns the user’s exempt status. The parameter will return EXEMPT, EXEMPT-MS, or NOT_APPLICABLE based on the user’s selected exemption reason.

South Carolina
Form SC W-4 filing status parameter description updated

The filing status parameter (SC.filingStatus) description for Form SC W-4 has been updated to include the following: NOT_APPLICABLE - 'Is exempt. Filing status not needed'.

Effective 1 November 2021, Form SC W-4 has been updated:
- Revision date was updated to 25 October 2021.
- The form year has been updated to 2022.
- Throughout the instructions, the years 2020 and 2021 have been changed to 2021 and 2022.
- Minor updates to text spacing.
- Additional instructions were added to the Nonwage income section.
- Additional instructions were added to the Employer instruction section.
- The Deductions, Adjustments, and Additional Income Worksheet formula on page 3 has been updated (step 8 has constituent divide by $4,300 instead of $4,200).
West Virginia
Form WV/IT-104NR PDF corrected
Form Title: Certificate Of Nonresidence
SPF Form ID: WV102
The PDF of Form WV/IT-104NR has been updated to display the correct title: “West Virginia Certificate of Nonresidence.” Previously, the PDF displayed the following incorrect form name: “West Virginia Employee’s Withholding Exemption Certificate.”
Please note that this error was only displayed on page one of the generated PDF, blank forms, and the Forms & Instructions Tab, and not in other places within the SPF application.
Wisconsin
Form WT-4 effective date corrected
Form Title: Employee's Wisconsin Withholding Exemption Certificate/New Hire Reporting

In the 2020-R8 release, Form WT-4 was updated to include changes made by the state; however, the effective date remained 10/1/2019. The effective date has now been corrected to 6/1/2020.

Form W-221 has been updated with the following minor text changes:
- Applicable Laws and Rules section:
- Date has been updated from November 22, 2019 to August 27, 2021.
- Employees section:
- Minor punctuation corrections.
- "New Hire Reporting" added to Form WT-4’s name reference.
- Revision date updated from "W-221 (R11-19)" to "W-221 (R 08-21)"

Form Title: Employee's Wisconsin Withholding Exemption Certificate/New Hire Reporting

The PDF version of Form WT-4 has been updated from “W‑204 (R. 10‑19)” to the current “W‑204 (R. 6‑20).” This error was introduced in the 2021-R11 release and has been corrected.
Miscellaneous Updates
Implement validation for additional withholding field
Added validation to prevent negative dollar values from being entered into any additional withholding fields. This will affect all forms that accept an additional withholding amount.
Implement "application/xml" content type for OAuth postback
Added the ability for postback using OAuth to send the request body as either "application/xml" or as "application/x-www-form-urlencoded" content types.
By default, if you use OAuth with postback, SPF will send the body content back as "application/x-www-form-urlencoded". This is the previously existing behavior within SPF.
This setting must be changed on Symmetry’s end; please reach out to our Support team if this is a setting you require for postback.
PDFs rendered correctly with Postback encryption
When using encryption for Postback (<postbackEncrypt>true</postbackEncrypt>), the final PDF will now be correctly rendered.

Custom styling corrected
When a client provides a custom stylesheet in the registration XML (registrationContext), the style will be correctly applied as defined. Previously, SPF may have added an override style tag to the page depending on the order of the tags within the registration XML.
Logger version updated
We've improved the security of logging within the SPF application. This change is internal to SPF and clients will not experience any change.
New tax parameter, employerAdditionalInfoRequired

A new tax parameter employerAdditionalInfoRequired has been added to the forms listed below. This parameter indicates whether the state EIN (stateEIN) has been set (if required). The possible values are as follows:
- MISSING_STATE_EIN – returned when the stateEIN is not set, but is required
- NOT_APPLICABLE – returned when the stateEIN has been set, or when it is not required (for example, when the employee has claimed exempt on the form).
Previously, if the <stateEIN> element had not been set within the <workAddress> object, the user would receive an error and would not be able to submit the form.
