Publication 505 updated for 2023
[SPF-3780]
The latest version of Publication 505 has been added to SPF. The publication was published by the IRS on February 1, 2023.
Arkansas
Guided flow corrected
[SPF-3775]
We've corrected the Arkansas module so non-residents who meet both criteria below will only be shown Form AR4ECSP. Previously, SPF provided Forms AR4EC and AR4ECSP in the guided flow.
Employee responds no to "do you currently have a military spouse exemption that you no longer qualify for OR no longer wish to claim"
Employee provides the following exemption reason: "I claim exemption from Arkansas withholding tax as my income from all sources is listed in column A"
Arizona
Guided flow corrected
[SPF-3781]
We've corrected the Arizona module so employees who select "I am a Native American living and residing on a Native American reservation" as an exemption reason will only need to complete Form WEC. Previously, SPF provided Forms A-4 in addition to Form WEC in the guided flow.
Hawaii
Form HW-6 updated

Effective 1 February 2023, Form HW-6 has been updated:
- The form year was updated from 2022 to 2023.
- The form revision was updated from REV. 2021 to REV. 2022.
- The QR code has changed.
- Question 6 has been updated to display years 2019 through 2023. Previously, years 2018 through 2022 were displayed.
Additionally, we've corrected the PDF output of From HW-6 so the additional context an employee provides when answering yes to question 6 will be displayed on the completed PDF.

The regular expression validation for this tax parameter was updated to the following:

Additionally the response options for the exempt survey question (QS3) that asks "Are you exempt from Michigan withholding?" have been updated to include the following: "Yes - I am an enrolled member of a federally recognized tribe that does not have a tax agreement with the State of Michigan, you reside within that tribe's Indian Country (as defined in 18 USC 1151), and compensation from this job will be earned within that Indian Country."

North Dakota
Form NDW-M updated

Effective 1 January 2023, Form NDW-M has been updated:
- The eligibility question prompt has been updated.
- The revision date has been updated from 2-2019 to 12-2022.
- The form title is now printed in all capital letters.
- The form instructions on page 2 have entirely rewritten.
Additionally, we've corrected the PDF output of Form NDW-M so the employee's phone number will now be displayed. Previously it was blank.
Please note that the employee's phone number ("daytimephone") was correctly returned in the postback. The change is only to the completed PDF.
Oregon
Oregon module updated
[SPF-3777]
We’ve updated the Oregon module to better align to the guidance within the Metro Supportive Housing Services Tax FAQ Guide.
Currently, SPF requires employees to either opt in or opt out of the Metro Supportive Housing Services Tax or the Multnomah County Preschool for All Tax by answering yes or no the following question (QS2): "Do you want to claim Metro SHS and/or Multnomah County PFA Withholding Amount?" However, employees should have the ability to choose neither and instead have their employer automatically withhold based on the default withholding.
Therefore, we’ve added a third option that lets employees report “I want my employer to automatically withhold based on my expected annual salary using the withholding tables.” To support this functionality, we’ve added the new tax parameters below to the English and Spanish versions of Form Metro/MultCo OPT and Form Metro OPT.
Form Metro/MultCo OPT (OR102 and OR102SP):
- OR.defaultShsWithholding (boolean)
- OR.defaultPfaWithholding (boolean)
Form Metro OPT (OR103 and OR103SP):
- OR.defaultShsWithholding (boolean)
If an employee chooses the default withholding amount for Metro SHS or Multnomah County PFA the respective new parameter will return true.
Additionally, the question sets for Forms Metro/MultCo OPT and Metro OPT have been updated to accommodate this change.

Upcoming tax parameter updates

For consistency and to provide alignment across all forms within SPF, tax parameters that return "off"
or "null"
will return "NOT_APPLICABLE"
in a future release of SPF. This change to the regular expression and descriptions within the SPF tax parameter catalog is still being finalized and below are the impacted forms.
Clients who have hard coded these values ("off"
or "null"
) into your logic or existing unit tests will need to update your systems to reflect "NOT_APPLICABLE"
to avoid any unanticipated consequences.
We are currently targeting the SPF 2023-R6 release on in early June to deploy this change.
