Based on the latest communications with the State of Colorado, we've added Colorado Form W-4 (CO101) back into SPF.
In guided Mode, Colorado Form W-4 is presented to an employee when they choose to use their Federal W-4 values for Colorado withholding. If the employee has completed the Federal W-4 or if federal values (<federalValues>
) were provided in the Registration Context, the employee will sign the Colorado W-4 and submit it with no changes. However, if the employee does not complete the Federal W-4 and has not provided federal values in the Registration Context, the employee will need to enter values into Colorado W-4 prior to submitting.
We originally removed this form due to a 2022 communication from the State of Colorado stating that an employee should complete either the Federal W-4 (W4101) or Form DR 00004 (CO103). Therefore, in the 2022-R7 release on September 19, 2022, the Colorado Form W-4 (CO101) was removed from SPF entirely, including from the Types-schema.xsd. However, when an employee chooses to use their existing values on the Federal W-4, there is currently no indication in the postback that the employee wants to use Federal values besides the completed Federal W-4 form.
We have now confirmed with Colorado directly that we need to provide a separate Colorado W-4 for the employee to sign and submit. The following prompt will be displayed to the user in Guided mode: "if you want to make adjustments from your Federal withholding, you must complete the Colorado DR 0004 form. Otherwise, if not completing the Colorado DR 0004 form, employer must use a copy of your IRS form W-4. Do you want to continue with the Federal W-4 for Colorado purposes?"

Error message updated in Blank Forms

We've updated the error message displayed within Blank Forms if a client is not licensed to either US SPF or Canadian SPF.

Upcoming Changes
For consistency and to provide alignment across all forms within SPF, tax parameters that return "off"
or "null"
will return "NOT_APPLICABLE"
in the 2023-R11 release in November, 2023.
Additionally, to provide further consistency across all tax parameters, we will be removing the percent sign (%
) wrappers from tax parameter values in regular expressions. For example, the employerInterventionReason
regular expression for Form MW-4 (MT101) is currently ^(NOT_APPLICABLE|%EXEMPT%)$
. In 2023-R11 this will be updated to ^(NOT_APPLICABLE|EXEMPT)$
.
Lastly, the following forms and tax parameter regular expressions will be updated to remove "null"
as a possible value. SPF will no longer return "null"
for the employerInterventionReason
parameter for the following forms: NY107, OK102, PA112, PA113.
Clients who have hard coded these values into your logic or existing unit tests will need to update your systems to avoid any unanticipated consequences.
Please note that we've adjusted the timeline to allow clients additional time to prepare for this change. Initially we were targeting the 2023-R7 release, but are providing 3 additional months of lead time. Kansas Form K-4 parameter removal in 2023-R7 release

In the upcoming 2023-R7 release, we're making two corrections to Form K-4:
- removing the
employerAdditionalInfoRequired
tax parameter. This parameter was added in the 2021-R12 release on 28 November 2021 and is not needed for Form K-4. - printing the Federal EIN in box 8 of the withholding allowance certificate PDF
Ohio Form IT-4 parameter updates in 2023-R7 release

In the upcoming 2023-R7 release, we're adding four new Boolean tax parameters to Form IT-4 that correspond to the exemption reason survey question.

Currently, SPF sets the OH.militaryExempt
parameter to true when a user selects they are exempt because of the following reasons:
- I am a resident military servicemember who is stationed outside Ohio on active duty military orders.
- I am a nonresident military servicemember who is stationed in Ohio due to military orders.
- I am a nonresident civilian spouse of a military servicemember and I am present in Ohio solely due to my spouse's military orders.
In the 2023-R7 release, the OH.militaryExempt
tax parameter will no longer be returned and instead SPF will use the specific Boolean tax parameters.
Please note that the OH.reciprocalResident
tax parameter remains unchanged.
