Federal flow
Registration context XML federal element validation updated
We've updated the optional <federalValues.additionalWithholding>
element validation in the registration context XML so it only accepts values up to two decimal places.
Previously, SPF allowed extended decimal values beyond two digits (for example 8.5234) in the <federalValues.additionalWithholding>
field which returns an error upon form submission (ArithmeticException: Rounding necessary
). This error prevented the employee from successfully submitting a completed form. SPF only allows two decimal places to be entered and will return an error upon submission of the registration context XML, before forms are displayed to employees.

The additionalStateWithholding
tax parameter validation has been updated to only allow whole dollar amounts. Previously, employees were able to enter in decimal values.

We've updated the descriptions of the following tax parameters in the SPF catalog:

: Is a Walker resident -
MI.Walker.totalAllowances
: Michigan Walker total allowances
Previously, these incorrectly referred to "Lapeer" residency.
Please note: there were no changes to the parameters themselves, only to the parameter descriptions within the SPF catalog.

Form MO W-4A PDF corrected

The PDF of Form MO W-4A has been updated with the following:
- "Zip code" now reads "ZIP code"

Please note the revision date on the form itself was not updated by the jurisdiction and remains "Revised 11-2013." However, the revision date on the Missouri Department of Revenue reads "3/4/2019".

North Dakota
Form NDW-R updated

Effective 1 January 2023, Form NDW-R has been updated:
- The form title and format has changed, and the form version and date have been added to the top of the form ("SFN 28729 (12-2022)").
- Significant changes to capitalization and formatting throughout the form.
- The questions within the Employee residency information section are no longer numbered.
- The website address has been updated from "www.nd.gov/tax" to "tax.nd.gov" on pages 1 and 2.
- Minor changes to the "Need forms or assistance?" instructions.
Miscellaneous
Worksheet summary language updated

We've updated the worksheet summary table language in the following forms to align with the language published from the jurisdiction: Form DE 4 (CA101), Form IA W4 (IA101), Form MW 507 (MD101), Form W-4MN (MN103), Form W-4N (NE101), Form IT-2104 (NY101), Form OR-W-4 (OR101), Form 499 R-4.1 (PR101), Form SC W-4 (SC101), and Form WT-4A (WI102).
Worksheet values removed from final PDFs
We've removed the worksheet values from the following completed, signed forms ("signForm": "SIGN"
) to align to the instructions from each jurisdiction:

- Form D-4 (DC101)
- Form HW-4 (HI101)
- Form IL-W-4 (IL101)
- Form K-4 (KS101)

Additionally, we've corrected the DE.totalDependents

tax parameter descriptions in Form DE-W4 to read "Delaware" instead of "Deleware".
SPF Catalog Updates
Descriptions of DE.totalDependents

tax parameters in Form DE-W4 (DE101) version 2022.03.0 have been updated to read "Delaware" instead of "Deleware"
Descriptions of MI.Walker.resident
and MI.Walker.totalAllowances
tax parameters in Form WW-4 (MI117) version 2017.1.0 have been updated to read "Michigan Walker" instead of "Michigan Lapeer"
Form NDW-R (ND101) version 2023.03.0 has been added and version 2020.1.0 has been deprecated.
Upcoming tax parameter catalog updates
For consistency and to provide alignment across all forms within SPF, tax parameters that return "off"
or "null"
will return "NOT_APPLICABLE"
in a future release of SPF. This change to the regular expression and descriptions within the SPF tax parameter catalog is still being finalized and below are the impacted forms.
Clients who have hard coded these values ("off"
or "null"
) into your logic or existing unit tests will need to update your systems to reflect "NOT_APPLICABLE"
to avoid any unanticipated consequences.
We are currently targeting the SPF 2023-R6 release in early June to deploy this change.
