California
Form DE 4 corrected

Effective 1 January 2023, Form DE 4 has been corrected by the State of California:
- The "Single Persons, Dual Income Married or Married With Multiple Employers" withholding table on page 4 maximum dollar amount for the highest bracket was updated from $117,556.49 to $116,083.76.
- The revision date has been removed from pages 3 and 4 of the form.

Colorado
Form DR 0004 validation error message updated

In Form DR 0004, we've corrected the validation error message for the first question in the withholding allowance worksheet (QS2

Minnesota
PDF format updated for negative worksheet values

We've corrected how negative calculated values are displayed in the Itemized Deductions and Additional Income Worksheet of Form W-4MN. Previously, negative values were displayed in parentheses and with a negative sign (-x). We've corrected this so negative values are indicated by only having parentheses present to align to the form instructions.

North Dakota
North Dakota Form W4 typo corrected

Previously, it read "Complete this step if you (1) hold more than one job at a time, of (2) are married filing jointly and your spouse also works..."

Form VA-4 field validation updated

The additional withholding question (QS7) of Form VA-4 is no longer required. Previously, SPF required a value (even is the user entered 0) for line 2 of the form.
For API users, the additionalLocalWithholding
question ID is now set to NEVER
instead of DEPENDENT
("whenRequired": "NEVER"
).
West Virginia
Form WV IT-104 updated

Effective 1 March 2023, Form WV IT-104 has been updated:
- The form heading and formatting has been updated, including the logo.
- Form name has been updated from WV/IT-104 to WV IT-104 within the Exemption Certificate section of the form.
- The revision date was updated from 12/20 to 03/2023.
- Additional instructions have been added for employees who reside in Kentucky, Maryland, Ohio, Pennsylvania, Virginia or who are exempt Military Spouses.
- A footer has been added.
- A second page has been added to the PDF that contains Form WV IT-104NR. While the State of West Virginia has combined these two separate forms within one PDF, per communication from the WV Division of Taxation, these forms are to remain separate.

- The revision was updated from 12/20 to 03/2023.
- The logo has been removed from the certificate section of the form.
- The form instructions have been updated and moved to the top of the form above the certificate.
- A footer has been added.
- An additional page was added to the PDF that contains Form WV IT-104. While the State of West Virginia has combined these two separate forms within one PDF, per communication from the WV Division of Taxation, these forms are to remain separate.

Miscellaneous
Blank Forms download corrected for certain files
[SPF-3859]
We've corrected an error that occurred when a user tried to download a form PDF that contained an additional period in the file name that was not part of the file extension.
Null pointer corrected for missing employer information
[SPF-3890]
We've corrected an error that prevented users from submitting forms when the following conditions were met:
- The form required a state EIN; AND
- The
<employerInformation>
element was missing OR the employer<address>
element was missing from the Registration Context
Users will now be able to successfully submit forms in this scenario.
SPF Catalog Updates
The regular expression and description of AR.filingStatus
in Form AR4EC (AR101) version 2022.11.0 have been updated to remove NOT_APPLICABLE.

Upcoming Tax Parameter Updates
Clients can download the full list of tax parameters impacted by these changes here.
For consistency and to provide alignment across all forms within SPF, tax parameters that return "off"
or "null"
will return "NOT_APPLICABLE"
as of the upcoming 2023-R7 release in early July. Please note that we've updated the anticipated release date of these changes from 2023-R6 to 2023-R7 to allow you additional time to ingest these changes to regular expressions.
To provide further consistency across all tax parameters, we will be removing the percent sign (%
) wrappers from tax parameter values in regular expressions. For example, the employerInterventionReason
regular expression for Form MW-4 (MT101) is currently ^(NOT_APPLICABLE|%EXEMPT%)$
. In 2023-R7, this will be updated to ^(NOT_APPLICABLE|EXEMPT)$
.
Lastly, the following forms and tax parameter regular expressions will be updated to remove "null"
as a possible value. SPF will no longer return "null"
for the employerInterventionReason
parameter for the following forms: NY107, OK102, PA112, PA113.
Clients who have hard coded "off"
or "null"
into your logic or existing unit tests will need to update your systems to reflect "NOT_APPLICABLE"
to avoid any unanticipated consequences.
