Colorado
Additional guidance added to CO103 in Choose Mode

When Form DR 0004 (CO103) is presented in Choose Mode, the following message will appear at the top of the Employee Withholding Resource Center: "Form DR 0004 is optional. Employees should complete form DR 0004 if they would like to increase or decrease their tax withheld for Colorado state withholding purposes only. Otherwise the federal form W-4 should be completed."
Additional guidance added to CO101 in Guided Mode

When no federal values are passed into SPF in the Colorado Guided Mode flow, SPF will present the following warning to users: "Warning: Completing a federal Form W-4 for Colorado with different values will, in effect, overwrite your federal withholding."
Colorado Guided flow module updated

We've updated the Colorado resident flow to clarify the reason a user would choose to complete the Colorado Employee Withholding Certificate form in addition to the exemption question. When responding to the question "Are you exempt from withholding?" employees will now see the following option: "I am NOT exempt from 2023 withholding and want to complete the optional Colorado Employee Withholding Certificate for state withholding. If additional state withholding, or a change to withholding allowances is desired, please select this option." Previously, this option read "I am NOT exempt from 2023 withholding and want to complete the optional Colorado Employee Withholding Certificate for state withholding. If additional state withholding is desired, please select this option." Additionally, the question used to read "Are you exempt from withholding as a military spouse?"

We've updated the validation for additional exemptions line 6 to only allow integer values between 0 and 100. In certain scenarios, users could add additional digits that would result in an error.

We've corrected an error that prevented the state EIN from being printed on line 1 of the new hire reporting section on the completed PDF of Form IA W4. When the state EIN was passed in the work address element, it was printed on the first page of the form but not the second. This has been corrected.
Please note that the form instructions on page three under the employer information instruct users to print the state EIN to this federal EIN field.

We've made two corrections to Form K-4:
- Removed the
employerAdditionalInfoRequired
tax parameter. This parameter was added in the 2021-R12 release on 28 November 2021 and is not needed for Form K-4. - We now print the Federal EIN in box 8 of the withholding allowance certificate PDF.

We've added four new Boolean tax parameters to Form IT-4 that correspond to the exemption reason survey question.

Previously, SPF set the OH.militaryExempt
parameter to true when a user selects they are exempt because of the following reasons:
- I am a resident military servicemember who is stationed outside Ohio on active duty military orders.
- I am a nonresident military servicemember who is stationed in Ohio due to military orders.
- I am a nonresident civilian spouse of a military servicemember and I am present in Ohio solely due to my spouse's military orders.
As of the 2023-R7 release, the OH.militaryExempt
tax parameter will no longer be returned and instead SPF will use the specific Boolean tax parameters.
Please note that the OH.reciprocalResident
tax parameter remains unchanged.
Puerto Rico
Forms 499 R-4.1 and 499 R-4 parameter corrected

When a user selects one of the following exemption survey responses, the "exemptFromStateWithholding"
parameter will be set to true.
- I choose the provisions of the Military Spouses Residency Relief Act
- My income is less than or equal to $40,000 per year AND I am between the ages of 16 and 26, AND I choose that my employer consider the exemption on the first $40,000 from wages
Previously, SPF incorrectly returned "exemptFromStateWithholding"
parameter as false.
