Form A4 additional withholding eligibility updated
Form Title: Employee's Withholding Exemption Tax Certificate
We've made the following changes to Form A4:
- The first filing status question option (QS1) now reads "I claim no personal exemption for myself and wish to withhold at the highest rate. Additional withholding is not allowed with this option." Previously, it stated "I claim no personal exemption for myself and wish to withhold at the highest rate."
- If an employee selects the filling status option above, the tax wizard will now direct the user to the perjury statement. Previously, the user was directed to the additional withholding question (QS3).
- The additional state withholding question (QS2) is no longer always required and is dependent on the employee selecting one of the following filing status values: single, married filing separately, married filing jointly, or head of family.
The behavior change was confirmed with the Withholding Tax Department of the Alabama Department of Revenue.

Form DE 4 Worksheet B calculation update
Form Title: Employee's Withholding Allowance Certificate
We’ve updated Form DE 4 so that Worksheet B, Line 3 can now display a negative value in the user interface. Previously, if the amount on Worksheet B, Line 1 was less than the amount on Line 2, Line 3 was automatically set to 0, which affected the final number of allowances calculated. Moving forward, the system will display a negative value for Line 3, if applicable, allowing more accurate calculations.

Form CT-W4NA field validations updated
Form Title: Employee's Withholding Certificate Nonresident Apportionment
On the October 21, 2023 release, we updated the validations in the "employee apportionment worksheet" within Form CT-W4NA so Lines 2 and 3 will not exceed Line 1. Upon further research, we've corrected this validation logic to the following:
- Line 1 must be between 0 and 366
- Line 2 must be between 0 and 366 and less than or equal to Line 1
- Line 3 must be between 0 and 366 and less than or equal to Line 2

- "Work county" will be blank
- For resident addresses outside of PA:
- Resident county will be blank

SC W-4 additional withholding required
We've corrected the "additionalWithholding" field on Form SC W-4 (SC101) so it's now required if the employee is not exempt. This is to bring the field into alignment with the other additional state withholding fields across all forms in the tax wizard.
Multi-State
North Dakota and Minnesota modules updated
Employees will see the following new question "Are you going to complete the Form MWR, Reciprocity Exemption/Affidavit of Residency?" Below are the response options:
- I AM going to complete the Form MWR, Reciprocity Exemption/Affidavit of Residency to claim exemption from employee withholding
- I am NOT going to complete the Form MWR, Reciprocity Exemption/Affidavit of Residency to claim exemption from employee withholding
If the employee states they will complete Form MWR (MN102), the tax wizard will present the North Dakota resident flow and the North Dakota W-4 (ND104) form for completion.
Miscellaneous
Fixed floating point rounding
We fixed an underlying floating-point issue that caused some calculated fields to round incorrectly. Rounding is now more precise and accurate across the product.
Telephone number error message updated
We've updated our validation error message for the telephoneNumber field for clarity:
- Old error message: telephoneNumber must be 10 digits
- New error message: telephoneNumber must be 10 digits in XXXXXXXXXX or XXX-XXX-XXXX format and must not start with a 0 or 1 for the area code or prefix
